The development of smart grid is an important means to realize China's energy production, consumption, technology and institutional revolution, and is an important basis for the development of energy Internet. In order to promote the development of smart grid, the following guidance is proposed.

First, the importance of developing a smart grid

The development of smart grids will help to further improve the ability of the grid to accept and optimize the allocation of multiple energy sources, achieve comprehensive deployment of energy production and consumption, and promote the scientific use of clean energy and distributed energy to fully build safe, efficient and clean The modern energy security system is conducive to supporting new industrialization and new urbanization construction, improving the service level of people's livelihood; facilitating the transformation and upgrading of upstream and downstream industries, and realizing the overall improvement of China's energy technology and equipment.

(2) Basic principles

Adhere to overall planning. We will formulate smart grid strategic planning, give full play to the enthusiasm of power market enterprises, equipment manufacturing enterprises, users and other market players, and jointly promote the development of smart grids on the basis of cooperation and win-win.

Adhere to the collection and weight. Objectively understand the reality of China's national conditions and the reverse distribution of energy resources and consumption, and further improve the intelligent level of the transmission grid while further exerting the role of the grid in optimizing the allocation of energy resources. At the same time, strengthen the development of smart distribution networks, encourage the construction of distributed power and micro-grid, and promote energy consumption on the spot.

Adhere to marketization. Give full play to the decisive role of the market in resource allocation, explore innovation in operating models, encourage social capital to enter, and stimulate market vitality.

Adhere to local conditions. All localities should consider the differences in economic development level, energy resources and basic conditions, and promote the development of local smart grids in light of local conditions.

(3) Development goals

By 2020, a smart grid system that is safe, reliable, open, compatible, two-way interactive, efficient, economical, clean and environmentally friendly will be built to meet the needs of power development and users, fully support the construction of modern energy systems, promote China's energy production and consumption revolution, and drive strategic The development of emerging industries will form an intelligent grid equipment system with international competitiveness.

Achieve full consumption of clean energy. Build a safe and efficient long-distance transmission network and a reliable and flexible active distribution network to realize the full utilization of various clean energy sources such as water, wind and solar energy; accelerate the construction of micro-grid and promote distributed photovoltaic, micro-combustion and residual heat and residual pressure Wide-ranging access and effective interaction of various distributed power sources to achieve optimal allocation of energy resources and energy structure adjustment.

Improve the flexibility of the transmission and distribution network. Establish and promote the supply and demand interactive power system, implement demand side management, guide users to new concepts of energy consumption, realize power conservation and peak shifting; adapt to the diversified load access requirements of distributed power, electric vehicles, energy storage, etc. Safe, convenient and orderly interactive service platform.

Third, the main task

(1) Establish and improve the coordinated development and operation mechanism of network sources, and comprehensively improve the intelligent level of power supply side

Strengthen the plant-level intelligent construction of traditional energy and new energy power generation, carry out the actual measurement of the parameters of the conventional power supply, improve the observability and controllability of the power supply side, realize the efficient intercommunication between the power supply and the grid information, and further improve the control capability of various power sources. Coordinate the development level with the network source; optimize the power supply structure, guide the power supply to actively participate in auxiliary services such as peak shaving and frequency modulation, and establish a corresponding operational compensation mechanism.

(2) Strengthening service and technical support and actively accepting new energy

Promote new energy generation power forecasting and dispatching operation control technology; promote distributed energy, energy storage system and grid coordination and optimization operation technology, stabilize new energy volatility; carry out flexible DC transmission technology pilot, and innovate renewable energy power transmission mode; Plug-and-play, friendly grid-connected grid-connected equipment meets the requirements for new energy and distributed power supply access. (9) Accelerate the research and development of key technical equipment and promote the healthy development of upstream and downstream industries
